Q: The reviews on my paper are quite good. Can I submit my paper to IJSEKE, the International Journal of Software Engineering and Knowledge Engineering, or JVLC, Journal of Visual Languages and Computing, or JDET, International Journal of Distance Education Technologies?

A: First of all, a journal paper is usually the end result of a long investigation. If it is experimental, extensive empirical results should be included. If it is theoretical, extensive theoretical results such as formal definitions, theorems and proofs should be included. Merely describing an approach with some initial results may be adequate for a conference paper, but certainly not sufficient for a journal paper.

The reason a paper is accepted as a short paper, rather than a regular paper, is because the reviewers consider it to be preliminary work that requires further improvement. Therefore a short paper is definitely not ready for submission to a journal. A regular paper, after appropriate improvment and expansion, may be ready for submission to a journal. Although it is hard to quantify the amount of improvement, a useful rule of thumb is that the expanded version should contain at least 40% of new materials and new results. For example, your regular paper is six pages long in double column format. You expand it to ten pages. Of the ten pages, four pages (40%) are new materials and new results. Thus your paper meets the above criterion. Moreover, a ten page paper in double column format will become a twenty page paper in single column format. This is a reasonable size for a journal paper. BTW, all papers submitted to a journal should be formatted according to format acceptable to that journal. The formatting information can be found at the journal's website.
